Windows Live doesn’t require a subscription.  It did when they first rolled it out, but doesn’t anymore.

If you guys are already making the game for XBLA alongside a PC version, it would make sense to offer the Live capability in the PC version.  Don’t underestimate the power of having official gamerscore achievements in your game.  Seriously.

I do see one minor issue

I do see one minor issue with using the live services. I do believe that the games are REQUIRED to have x amount of achievements and a minimum achievement point total. That could be difficult in a game as simple as Plain Sight.
I’d love to see multiple choices for robots. Maybe I’m missing customization options somewhere. If they’re NOT there, I would love to see them. Is that a possibility?

I think it’s gonna be added sometime. Not sure though. Even if it does, maybe it won’t be in the beta and just in the full game.
Only time/developers will tell!

As a xbox 360 gamer, I tell you this:
-Full retail Xbox 360 games have to have 1000 points worth of achievements.  This total comes from up to 50 achievements.
-Xbox Live Arcade (XBLA) games can only have 200 pts worth of achievements.  This total comes from up to 12 achievements.
Since it had been said that they were thinking about putting it up on Xbox Live Arcade, it would only have to have 12 achievements in it.  As an example of the ease of this, PacMan is a game that is up on XBLA and managed to have the required number of achievements in it.  PacMan.  Now that is a simple game.
