ScreenName and Username Question

I’m curious, in account settings there is a ScreenName option.
Does this affect in game name (IGN) as well as forum name? Or is your Username always going to be your IGN?
I changed my ScreenName and my IGN was the same last night.
Does it take a while to take effect or am I stuck with my username being my IGN?
